The Spelthorne Partnership Assembly (SPA) due to be held on Monday 1st September has unfortunately been postponed as we will imminently be moving into a pre-election period. This means events that could be deemed likely to influence the voters cannot go ahead. This unfortunately includes SPA.
Another SPA meeting will be rescheduled as soon as possible after this period.

Update 15th May 2025:
The Spelthorne Partnership Assembly (SPA) on Monday 19th May has unfortunately been postponed.
As you will be aware a by-election has been called due to a resignation of an Ashford Town councillor, which means that we are in a pre-election period. Events that could be deemed likely to influence the voters cannot go ahead, which unfortunately includes SPA.
Another date for the meeting will be re-scheduled after the 19th June. Spelthorne will circulate answers to the written questions as soon as possible.

When: Wednesday 9th April, 6.30pm – 8pm
Where: Council Offices, Knowle Green
This meeting will be focused on Local Government Reorganisation and is an opportunity for residents to hear an update from the Leader of the Council, Cllr Joanne Sexton and Deputy Leader, Cllr Chris Bateson, on what it means for Spelthorne and the next steps.
Leader of Spelthorne Borough Council Cllr Joanne Sexton said, “This meeting is a chance for us to listen to our residents on what they think is the best option for Spelthorne and for this Administration to inform you what the current interim proposals for local government reorganisation look like. The voice of our residents is what really matters so please attend the meeting if you can and respond to the survey to give us your views. I am committed to standing up for Spelthorne and will do everything we can to secure the best outcome for our residents and businesses.”
Spelthorne Borough Council wants to hear from residents on their views before the final proposal is submitted to Government on 9th May and a survey has been launched on behalf of eight district and borough councils in Surrey. Your answers will help shape the future of how services are delivered in your community.

When: Monday 3 February, 6pm – 8.30pm
Where: Council Offices, Knowle Green
The assembly, led by Leader of the Council, Cllr Joanne Sexton and Deputy Leader, Cllr Chris Bateson, is an opportunity for residents to speak to their elected representatives and receive other relevant partner organisations updates, including Surrey County Council, Surrey Police and the NHS.
Cllr Joanne Sexton, Leader of Spelthorne Borough Council said:
“Please do attend if you can, SPA meets four times a year and is a great opportunity for residents to be involved with their local community and to have their voices heard. SPA also provides greater integration between services that the Borough and County deliver, and I have extended an invitation to Surrey County Councillors to join and be part of the discussion. I look forward to seeing you there!”
Next meeting’s agenda includes:
- welcome and introductions
- update on the Design Code and local plan project for the Borough
- borough actions from last meetings
- leader’s Borough Council news announcements
- discussion amongst residents and councillors regarding Special Educational Needs and Disability Services (SEND)
- local government reorganisation (devolution)
- information regarding Houses in Multiple Occupation (HMOs) in Spelthorne
- discussion amongst residents and councillors regarding highways issues
- any other business
- Agree the theme for the May meeting

24 May 2024: Spelthorne Borough Council recognises the importance of effective communication with our residents, and are continually seeking new ways to work with and listen to our communities.

Next meeting date: 12th August 2024 6pm to 8:15pm
The current Spelthorne Borough Council Administration is building on the engagement fostered via the Residents Association meetings and are pleased to launch the Spelthorne Partnership Assembly (SPA).
The assembly, led by Leader of the Council, Cllr Joanne Sexton and Deputy Leader, Cllr Chris Bateson, will:
- meet four times a year
- is open to any resident and other relevant partner organisations to attend, including representatives from Surrey County Council, Surrey Police and the NHS
- next meeting will be held 12th August 2024 6pm to 8:15pm in the Council Chamber, Knowle Green. Borough Commander, Inspector Matthew Walton will be joining to discuss policing in the Borough.
