Spelthorne Borough Councils 2025 – 2030 Housing, Homelessness and Rough Sleeping Strategy consultation
This is a public consultation addressing homelessness and rough sleeping in Spelthorne for the next five years in the Borough. The Council are looking for residents’ views on the draft strategy. The questionnaire can be completed here and will run from Monday 9 December to Sunday 19 January.
While the number of rough sleepers in Spelthorne fluctuates, it is thought that around 5 people are sleeping rough in the Borough at any one time. The Council’s Housing Options team has an active caseload of over 460 households, two thirds of which are families. There are currently over 235 households in bed and breakfast or temporary accommodation, of which around one fifth are placed outside of Spelthorne.
The overall aims of the strategy outlines how the Council proposes to address housing need and prevent and tackle homelessness. The draft strategy has been collated by a collaborative Housing, Homelessness and Rough Sleeping Strategy Working Group based on engagement with stakeholders and service users. Three priorities have been proposed which the Council are now asking for feedback on:
1. Partnership working: A multi-agency approach to tackling homelessness.
2. Identifying opportunities to address housing need.
3. Proactive homelessness prevention and an effective service response.

Chair of the Community Wellbeing Committee, Cllr Susan Doran said: “We have taken steps to reduce and prevent homelessness in Spelthorne, including opening two homeless facilities in the Borough. We want to ensure all Spelthorne residents have their own roof over their heads at night and this draft strategy is designed to tackle this challenge.
I would like to extend my thanks to our residents, service users, partners and staff members who fed into this ambitious Housing, Homelessness and Rough Sleeping Strategy, which sets the foundations for housing options, homelessness, and rough sleeping prevention services over the next five years. Please do read the draft strategy and be sure to share your views.”
