What is CIL?
CIL stands for Community Infrastructure Levy.
Developer’s payments collected through CIL are used to fund infrastructure to support development across the borough. The CIL regulations set out in detail how CIL receipts should be apportioned:
- 5% can be retained for administration costs
- 15% must be spent in the local community where development has taken place
- 80% is allocated towards strategic borough-wide infrastructure
The regulations that govern how CIL is spent require that it be used to fund the provision of infrastructure to support the development of the charging authority’s area. The definition of infrastructure is broad and includes:
- roads and other transport infrastructure
- flood defences
- schools and other educational facilities
- medical facilities
- sporting and recreational facilities
- open spaces
Local CIL Funding
As required by the CIL Regulations, 15% of CIL collected is to be allocated to the local community where development has taken place. Local CIL is to be applied as follows:
- towards the provision, improvement, replacement, operation or maintenance of infrastructure; or
- towards anything else that is concerned with addressing the demands that development places on an area
We expect applications to come from not-for-profit organizations. Applicants may include statutory infrastructure providers, state schools, community groups and registered charities. Applications by membership organizations must be able to demonstrate a wider community benefit. Given that CIL is public funding, any new or improved facilities should be accessible to a range of people within the community. Applications must be received from the delivery organization, rather than an individual.
Local CIL Bidding Round
The Local CIL Bidding Round runs annually from the 1st October to the 31st March. Decisions should be published by July of the same year.

Local CIL Decision-Making Process
Once applications for a spending round have been received an initial Officer review will take place. Applications must be complete and deliverable in order to progress to the Local Spending Board.
Here at Spelthorne we have five Local Spending Boards with coverage of the Borough as follows:
- Ashford – Wards include Ashford Common, Ashford East, Ashford Town
- Shepperton, Laleham and Charlton Village – Wards include Laleham and Shepperton Green, Shepperton Town
- Staines – Wards include Staines Ward, Staines South, Riverside and Laleham
- Stanwell and Stanwell Moor – Wards include Stanwell North, Ashford North and Stanwell South
- Sunbury and Upper Halliford – Wards include Sunbury Common, Sunbury East, Halliford and Sunbury West
The Local Spending Boards comprise all Ward Members in order to demonstrate fairness and transparency. The Board is the final decision maker with regard to the allocation of Local CIL funds.
Projects awarded CIL funding must be able to commence within the twelve months following the decision and acceptance of the terms and conditions. Payment will be made after completion of the project to the satisfaction of Spelthorne Borough Council and after submission of verifiable invoices. CIL funding is a one-off payment and will not result in any future revenue commitment by the Council. Any maintenance responsibility, revenue liability or ongoing future funding related to the application lies with the Applicant.
