Spelthorne Borough Council is committed to ensuring the safety and quality of life of its residents. To that end, the Council is exploring the introduction of a new Public Space Protection Order (PSPO) under Section 59 of the Anti-social Behaviour, Crime, and Policing Act 2014. This order would address specific antisocial behaviour in designated areas of the Borough.
The Council now invites residents to participate in a public survey to gather feedback on the proposed PSPO. The survey will be open from 18 November to 15 December. Residents are encouraged to share their views on each of the proposed restrictions. The feedback will be crucial in shaping the final PSPO, ensuring it reflects the concerns of our community.
Proposed Prohibited Behaviour in the PSPO
The proposed PSPO would prohibit the following behaviour in specified areas of the Borough:
1. Dangerous riding of devices: E-scooters, e-bicycle, bicycles, skateboards, and similar devices used in a manner that could alarm, harass, or endanger others may lead to a request to dismount.
2. Concealing identity to cause distress: Face coverings used with the intent to conceal identity for the purpose of causing distress are prohibited, excluding coverings worn for religious or cultural reasons.
3. Possession of potential weapons: Unauthorised possession of items like slingshots, catapults, or objects that could be used as projectiles in a way that threatens others, or property may lead to confiscation
If approved, breaching the PSPO could result in a fixed penalty notice or prosecution for those who fail to comply.

“We’re committed to making Spelthorne a safer, more enjoyable place for everyone. Results from our residents’ survey, undertaken in the summer, showed that some residents felt unsafe in their towns. You shared with us concerns that we now hope this proposed PSPO will tackle. Your feedback will guide us in taking the necessary actions to curb antisocial behaviour that negatively impacts our community. Please participate in the survey, which is from 18 November – 15 December, so we can take informed steps to address these issues together.It’s important to ensure that your feedback is heard so we can work towards making the borough a safer place for all.’’
