Following a public consultation in November 2024 (proposed here), Spelthorne Borough Council introduced a new Public Space Protection Order (PSPO) to help tackle antisocial behaviour across the borough. This came into force into force on 16th May 2025.
The PSPO grants additional powers to the Police and Council to address issues including:
- antisocial use of bicycles, e-bikes, skateboards, e-scooters, hoverboards, and similar devices
- use of face coverings such as masks, balaclavas, and scarves in ways that cause concern
- possession of catapults, slingshots, or similar items without a legitimate reason

What is a PSPO?
A PSPO, or Public Space Protection Order, for Spelthorne is a legal measure introduced by Spelthorne Borough Council to address specific anti-social behaviours and issues within the borough. It grants additional powers to the police and council officers to enforce restrictions and deal with activities that negatively impact the community’s quality of life.

How does it work?
PSPO’s impose conditions or restrictions on activities in a designated area, and authorized officers can enforce these restrictions. Under the PSPO, individuals who fail to comply with instructions from an authorised officer may face a Fixed Penalty Notice or prosecution.
Exemptions apply for legitimate uses – for example, face coverings worn for medical, cultural, or religious reasons, or the use of a bait catapult for fishing.
The consultation run by Spelthorne Borough Council received 677 responses, with overwhelming public support:
- 98% backed the proposals on bikes and similar devices
- 99% supported restrictions on face coverings
- 98% agreed with controls on catapults and slingshots
Cllr Joanne Sexton, Leader of Spelthorne Borough Council, said, “Residents have been clear – they want tougher action on antisocial behaviour. This new PSPO gives us and the Police stronger powers to deal with some of the disruptive behaviours affecting our communities. While it’s not a silver bullet, it adds another tool in our fight to keep Spelthorne safe. I urge everyone to report criminal behaviour, together, we can make a difference.”
Inspector Matthew Walton, Borough Commander Spelthorne, said, “We are committed to reducing anti-social behaviour in the borough of Spelthorne. The PSPO will enhance our ability to deal with key issues that the public tell us concern them the most around ASB, whether it’s misuse of catapults especially when used against wildlife or the wearing of a balaclava with no purpose beyond causing intimidation or perpetrating crime. We will work with the community safety team in the borough council to help enforce this.”
